Road Rules and Regulations

Information on the main rules of the road when driving in Malaysia...
  • Drive on the left in Malaysia and overtake on the right
  • A vehicle's road tax tag must be prominently displayed on the windscreen and be valid at the time of use of the vehicle
  • Car registration plates must be displayed and in good condition
  • All lighting functions must work and the car must be in good working condition
  • Car insurance must be valid
  • Front seat belts must be worn at all times while driving
  • A driving licence must be carried at all times and must be shown on request to police or at a Road Transport Department check point
  • Drink driving and driving while under the influence of prohibited drugs are serious offences and are subject to strict penalties, including jail terms
Drink Driving
The minimum legal age to drive a car is 17 for a car and 16 for a motorcycle.
All vehicle drivers are responsible for the safety of their passengers and other road users. The main road regulations are:
Drink driving and driving under the influence of banned substances carry heavy penalties in Malaysia. A driver is considered to be driving under the influence of alcohol in Malaysia if the blood/alcohol level is equal to or over 0.8 grams per litre (g/l).
To test for drink driving, the driver is given a breathalyser test. To test for substance abuse, the driver is required to do a urine test. The results are then tested in a booth, which forms part of the frequent roadblocks that the police and Road Transport Department conduct in cities.
The penalty for the offender is a fine, a court case, and sentencing with a fine and imprisonment of three months to a year depending on the severity of the offence. Offenders have their passport number registered in the Immigration Department's records, which affects future entry into Malaysia.

WHAT MAKES A GOOD DRIVER

The following qualities are required to make a consistently good driver.

Concentration, Anticipation (Defensive driving) Skill, Attitude, Knowledge and Self-discipline.

Concentration
Concentration is to be able to keep your mind on what you are doing; in this case, driving.  If you are 17 years old and your exams are getting near, or you are looking forward to your football team going to the top of the league on Saturday, that’s fine, but don’t think about it whilst you are driving.
A way of learning how to concentrate on your driving is to give a running commentary as you drive along, whether on your own or with someone else. You will probably learn from the comments that come back to you; some may please you and some may not. This is another way of hearing other people's views on different situations.
Keep your mind focused on your driving, and no doubt less accidents will occur.

Anticipation
Anticipation is reading into things that are happening around you, which in turn will lead you into defensive driving, another very important quality in a good driver.
Imagine setting off in your car with your eyes closed; what are you going to ANTICIPATE? Nothing, is the obvious answer, so what does this prove? It proves that if you look no further than the end of your bonnet you are going to have very limited information to ANTICIPATE. To enable you to read the road well, it is vital to constantly keep changing your areas of vision between short, medium and long distances. This will give you a greater picture of what is happening around you and maybe by doing this you can ANTICIPATE what is going to happen, this should naturally lead you into a more defensive way of driving. Defensive driving is all about taking precautions before they happen in the interest of your well being and other road users.

Skill
You cannot become a SKILLFUL driver in a short space of time; it takes a lot of practice behind the wheel of a car to develop the above qualities and some people may never acquire them.

Attitude
If you don’t have the right attitude, it won't matter how much knowledge or skill you have; you won't be a consistently good driver; because your attitude will keep letting you down.

Knowledge
This refers to your knowledge on the highways code, rules & regulations. You need to constantly know & learn if there are new codes, rules or regulations.

Self Discipline
You may think that attitude and self discipline are the same things. You need to have good attitude but you must also have self discipline to drive correctly all the time. Imagine you are late for work, will you still drive correctly, safely and legally or will you bend the rules. Self discipline will encourage you to drive safely all the time.
